Annual Meeting for the Dominion Station Homeowners Association

In accordance with the By-laws, please be advised that the Annual Meeting for the Dominion Station Homeowners Association will be held on Tuesday, December 2, 2008, at 7:00 p.m. (sign-in begins at 6:45 p.m.) at the Dominion Station Clubhouse, 21910 Elkins Terrace, Sterling, Virginia 20166.

The purpose for the Annual Meeting will be to elect two (2) members to the Board of Directors and seek volunteers to serve on the Architectural Review Committee, Shared Facilities Committee, Parking Committee and the Neighborhood Watch. If you are interested in serving on the Board of Directors, we ask that you please complete and return to Service First Management the Candidate Statement previously mailed to you. Any homeowner who sends in their Candidate Statement prior to the Annual Meeting will be included on the ballot for the meeting. Nominations will also be solicited the night of the meeting. Currently, the following individuals have indicated their intent to run for the Board of Directors: Cynthia Payne and Joan Whitehead.

If you are unable to attend the meeting, please mail the proxy form to the Management Office, or give to a neighbor who is attending. It is vital we have a quorum of owners in order to conduct Association business. Therefore, your presence at the meeting, either in person or by proxy, is extremely important. Please use your proxy so the meeting may be held in proper order.

Additionally, the Board of Directors (BOD) recently met and adopted the 2009 Operating Budget. Please be aware, the monthly assessment will increase to $100.00 per home per month effective January 1, 2009.

The Board of Directors feels that this budget represents the necessary funds to operate and reserve in a manner that best serves the community. Please remember that the regular monthly assessments are due on the 1st of each month and are subject to a late penalty of $12.50 if not received within ten (10) days from the due date. As of January 1, 2009, all assessment payments will need to be mailed to P.O. Box 18002, Ashburn, VA, 20146. Assessment coupons and envelopes will be mailed shortly.

October HOA Meeting Moved to October 21st

The October Board of Directors Homeowners Association meeting has been moved from the fourth Tuesday this month, to October 21st, the third Tuesday.

This is the regular HOA monthly meeting. If you have any issues, concerns, or ideas that you believe should be brought to the attention of the community, each meeting starts with a 15 minute open forum. Each speaker is given 5 minutes to present his or her issue.

LCSO Offers Free Business & Home Security Checks

As part of National Crime Prevention Month the Loudoun County Sheriff’s Office is asking county residents to help the agency fight crime by making their home or business as safe and secure as is possible.

As a community service the Loudoun Sheriff’s Office Crime Prevention Unit offers security checks to county residents and businesses. During the checks a Sheriff’s Deputy trained in crime prevention will come to your home or business and check the interior and exterior and make suggestions on ways to reduce your chances of becoming a victim of crime.

The deputies often suggest a layered approach to securing your home or business. This layered approach involves such things as mailbox markings, lawn and landscape maintenance, choice of trees and bushes, and lighting.

In addition, a homeowner needs to ensure they have good locks and other security hardware on their windows and doors. Taking these measures combined with lighting and landscaping may make a home or business a less desirable target of criminal activity.

Loudoun County Sheriff's Office Encourages Communities to “Celebrate Safe Communities”

The month of October is National Crime Prevention month and the Loudoun County Sheriff's Office is encouraging communities to “Celebrate Safe Communities” by holding community events to support their neighborhood watch program.

In October members of the Crime Prevention Unit will be offering burglary prevention classes to the general public. The first class will be held in Purcellville in conjunction with the Town of Purcellville Police Department on October 8, 2008 at 7 p.m., in South Riding on October 16, 2008 at 7 p.m. at the Dulles South Public Safety Center, and in Cascades at the Cascades Library on October 20, 2008 at 7 p.m.

The Crime Prevention Unit will also introduce the Business Watch Program and a monthly Loudoun County Sheriff's Office Neighborhood Watch Newsletter during the month. The newsletter, available free to any county resident, will focus on current crime prevention based information and provide citizens prevention tips relative to the time of year and ongoing crime trends in Loudoun County. Crime Prevention Specialists will also be offering home and security checks and classes throughout the county to better educate citizens about the steps they can take to reduce the chances of becoming a victim of crime.

A Neighborhood Watch Program has been in existence for the Dominion Station community for over a year now. Residents may find more information about our program at wwww.dshoa.com/nwp. That section of our site includes background information on the national program, contact information and meeting information for the Dominion Station program, and links to crime reports in the area.

Members of the Dominion Station NWP will be attending the burglary prevention classes and reporting on steps that the community can take to make the neighborhood safer.

Supervisors to Hold an Emergency Community Meeting in Eastern Loudoun

Chairman Scott K. York, Vice Chairman Susan Buckley (Sugarland Run), and Supervisors Andrea McGimsey (Potomac) and Eugene Delgaudio (Sterling) will hold a community meeting September 23, 2008, in the Park View High School Auditorium at 6:30 p.m. to discuss the recent rash of violent crimes, including shootings, in Eastern Loudoun County. All citizens from the Potomac, Sterling and Sugarland Run Districts are invited to attend. Sheriff Steve Simpson will also be present.

Tot Lots Improved!

All Recreation has upgraded three of the Tot Lots in the Dominion Station neighborhood.

The equipment on the three Tot Lots (Magnolia Road, Guilford Station and Baggett Terrace) has been completely replaced with new and improved materials. Residents can check out the new lots in person, or see several photos on the Amenities page.

Dominion Station Movie/Pool Party!

It's that time of year again, and the Dominion Station Pool Party is just around the corner! Mark your calendar for August 23rd and plan to be at the pool from 5:00 p.m. to midnight.

In addition to the usual fun of a pool party (bring your rafts and floats), there will be a 25 foot movie screen for Wii games and then a movie starting around 8:00 p.m.

Pizza and drinks will be provided, but please bring a dessert to share with your neighbors. Do you have some suggestions for the movie? Feel free to email them to the Shared Committee Chair at shared@dshoa.com.

Educational Forum on Lyme Disease Set for August 5

U.S. 10th District Representative Frank Wolf will host a free forum to educate area residents about ticks and Lyme disease at the offices of the Loudoun County Public Schools at 21000 Education Court, off the Dulles Greenway, in Ashburn, at 7:00 p.m., Tuesday, August 5, 2008.

Health officials in the region have reported an increase in the number of cases of Lyme disease in recent years. The black-legged tick, also known as the deer tick, is responsible for transmitting the bacteria that causes Lyme disease, which is characterized by such varied symptoms as a bull's-eye-shaped rash, fever and fatigue.

The forum will address how to check for and protect yourself from ticks, what do to if you find one, and the symptoms of acute Lyme disease and its treatment.

Report Form Now Available Online

The Dominion Station townhome community now has a new online Report Form that allows residents to report a concern, report a rule violation by a resident, or send a comment to the community manager.

Resident address and contact information is required, and all information will remain confidential. If your issue needs immediate attention, please contact the SFMC management office directly by telephone. This Report Form is a direct effort by the Board of Directors to improve the community and make it easier for residents to report issues to community management.

Tot Lots Being Replaced

All Recreation has started work on upgrading three of the Tot Lots in the Dominion Station neighborhood.

The three Tot Lots (Magnolia Road, Guilford Station and Baggett Terrace) will be completed within 8 business days, by July 23rd. The lots are being completely replaced with new and improved materials.

Cleaning Up After Our Pets

Many residents may not realize that in Loudoun County not cleaning up after your pet is a Class Four misdemeanor, which carries a fine of up to $200. The HOA would like to remind homeowners, specifically dog owners, to always carry a plastic bag and take the time to clean up after their pets after they have taken care of business. “Bag it up. Tie up up. Throw it away in the garbage.”

Environmentalists say not to throw the dog waste into a storm drain, creek or lake because the fecal matter contains harmful pathogens that can effect wildlife and our drinking water.

Volunteers Still Needed!

Volunteers are needed for the Architectural Review Committee, the Web Site Committee, the Shared Facilities Committee, and the Newsletter Committee.

The Architectural Review Committee (ARC) is responsible for ensuring that residents maintain their property in a manner that provides for viusal harmony and soundness of repair while avoiding activities that would be deleterious to the aesthetic or value of the property. Any exterior modifications or additions to your home or property must first be reviewed and approved by the ARC. Any community members wanting to be a part of this committee should contact the ARC Chair at arc@dshoa.com.

The Web Site Committee is responsible for maintaining this web site and updating it with relevant news items and meeting minutes. If you have an interest in updating this site, changing it, or learning about web sites, feel free to email the Web Committee Chair at web@dshoa.com.

The Shared Facilities Committee plans community parties, community clean up days and garage sale events. Additionally, the Committee is in charge of pool registration and Community Center rentals. This is a busy committee that is looking for members interested in making our community better, as well as having some fun!

The Newsletter, the Dominion Station Express, is published quarterly and is in need of an Advertising Editor, a Board Reporter, and Newsletter Staff Writers as well as any other residents that would like to volunteer as reporters. Neighborhood Watch Meeting News

The DS Neighborhood Watch Program meeting was held last night and was very informative and well attended. We thank Deputy Payne for hosting the meeting, as well as the residents who attended. Crime statistics (40KB PDF) within our community from December through the present were provided.

A reminder to always report suspicious criminal activity to the Sheriff's Office at 911 if an emergency, or (703) 777-1021 in a non-emergency. Please lock all houses and vehicles, and remove all valuable items from vehicles (there have been many GPS's stolen lately). Keep house outside lights on during the night for security, and shred all important documents in your trash to prevent identity theft.

2008 Swim Season Begins May 24th

The 2008 swim season at the Dominion Station Homeowner Association’s pool facility is scheduled to begin Saturday, May 24, 2008 at 11:00 AM (weather permitting). The pool will be managed by U.S. Aquatics of Virginia.

Residents must have a pool pass to be admitted to the pool. In addition to the next news article, pool registration information and hours of operation may be found in the Amenities section of this web site.

Pool hours:

  • Monday: Closed
  • Tuesday through Sunday: 11:00 a.m. to 8:00 p.m.
  • (While school is in session, Tuesday through Thursday: 3:00 p.m. to 8:00 p.m.)

The pool will be closed Tuesday, May 27, and be open shorter hours on the following dates:

  • July 4: 11:00 a.m. to 6:00 p.m.
  • September 1 (Labor Day): 11:00 a.m. to 7:00 p.m.

Pool Registration

All pool passes issued previously were permanent pool passes, that is, the same passes will be reused for multiple years. Validation for pool passes is required each new pool season, and residents must do this using the pool pass application.

Residents may validate their pool passes in person during one of the three pool registration days, or by mail.

Registration In Person

There will be three pool registration days. If you are unable to register in person, you must register by mail.

The registration days:

  • Tuesday, May 6, from 6:30 p.m. to 8:30 p.m.
  • Saturday, May 10, from 10:00 a.m. to 12:00 p.m.
  • Thursday, May 15, from 6:30 p.m. to 8:30 p.m.

Mail the registration forms (which is the 2008 Pool Pass Application) AND YOUR 2007 POOL PASSES to:

Registration forms must be postmarked or received by SFMC NO LATER THAN May 16, 2008 or a $20.00 late fee will be charged PER PASS (CHECKS ONLY!). Forms will not be processed after May 16, 2008, unless the $20.00 PER PASS late fee accompanies your form and you will not be able to use the pool until the Shared Facilities Committee processes your form. After May 16th all passes will be processed through the mail and will be available at the lifeguard office for pick-up.

Fraud Alert! Don't be Scammed

Loudoun County, Virginia- The Sheriff's Office is asking residents to be wary of workers going door to door in neighborhoods offering to resurface driveways, work on roofs or complete other work “for great prices.”

The workers, sometimes referred to as Travelers, will complete the work and then request payment that is substantially higher then what was originally quoted. They will often use intimidation on the victims to get their money. The Travelers may also use another method, burglarizing a home and stealing cash, jewelry and/or silver.

The Sheriff's Office Criminal Investigations Unit recently received information that a group of travelers may be in the area. The agency has yet to receive any recent reports of these types of scams this year.

If you think you may have been a victim of the Travelers or if you have any information regarding the group, please call Investigator T. Ortwein of the Sheriff's Office Criminal Investigations Division at 703-777-0475.

Not a Scam, Home Inspections Coming Soon…

On an annual basis, the HOA and its management company will inspect the exterior of residential properties to ensure that they comply with the original design guidelines. Neighborhood Watch Meeting

Mark your calendars to attend the next Dominion Station Neighborhood Watch Program meeting on Wednesday, May 14th, at 6:30 p.m. in the Club House.

Deputy Specialist Nathan Payne will host the meeting and bring recent crime statistics with him. The Dominion Station NWP meets several times a year. Community Clean-Up Day

The Dominion Station community "Clean Up" day is scheduled for Saturday, April 5th at 10:00 a.m., with a rain date set for Saturday, April 12th at the same time.

This is a chance for community residents to volunteer their time to help keep their neighborhood looking beautiful and clean. NO EXPERIENCE IS NECESSARY!

Meet at the clubhouse at 10 a.m. and remember to bring gloves!

Neighborhood Yard Sale

The community yard sale is scheduled for Saturday, May 3rd., from 7:00 a.m. to 12:00 p.m.

Clear your clutter and make some cash!

The Dominion Station HOA will advertise the yard sale in the Loudoun Easterner and Loudoun Observer and will post information boards in the community to remind residents and visitors.

Mandatory Water Restrictions Lifted; LCSA Customers Asked to Conserve Water Voluntarily

The Loudoun County Sanitation Authority (LCSA) is pleased to announce that the County Administrator has lifted the Mandatory Restrictions, and downgraded to a Water Supply Alert Stage, effective immediately. There are no formal water restrictions in place under the Alert Stage, however, LCSA’s Central System Customers are asked to continue to voluntarily use water wisely.

SPECIAL MEETING ANNOUNCEMENT – Atlantic Boulevard Expansion

The Dominion Station HOA Board of Directors is hosting a meeting on Wednesday, April 2, 2008, at 6:30 p.m. at the Clubhouse. Representatives from Virginia Department of Transportation (VDOT) as well as Potomac District Board member Andrea McGimsey will be in attendance to inform the community and answer questions on the current plan for the Atlantic Boulevard expansion project, scheduled to begin in 2008. This is a great opportunity to become aware of the impact this project will have on Dominion Station and also to voice concerns on the project as it relates to our community.

This is the only time that the community will be able to address its concerns via this type of open forum at the clubhouse. The project is moving rapidly and all homeowners are encouraged to attend to voice their concerns and opinions to both VDOT and our County representative, Andrea McGimsey.

VDOT has requested that everyone who has comments to submit a written statement at the meeting to ensure that everyone's input is captured. If anyone is unable to attend, any letter submitted to SFMC will be forwarded to VDOT and Andrea's McGimsey's offices, respectively.

Atlantic Boulevard Expansion Plans Available to View

Virginia Department of Transportation (VDOT) is having an open house on Thursday, February 21st, at the Sterling Community Center.

Residents may view the preliminary plans for the proposed extension of Atlantic Boulevard. Atlantic Boulevard is the road northwest of Dominion Station that connects Magnolia Road and the community to the shopping centers north, and continues to the Dulles Town Center.

Information will be available on proposed construction schedules as well as property impacts and relocation assistance policies.

Additionally, the Shared Facilities Committee is in charge of pool registration and Community Center rentals. This is a busy committee that is looking for a person interested in making our community better, as well as having some fun.

Water Shortage Emergency; Mandatory Water Restrictions Continue Through Winter

The Loudoun County Sanitation Authority (LCSA) reminds its customers that mandatory restrictions for water use are still in place due to drought conditions.

Residents of Dominion Station should know that the violation of restrictions imposed is a Class III misdemeanor and carries a $500 fine for each instance. Repeat violators may have their water service shut off for a period of up to five days, under the County Administrator's discretion.

An example of a few of the following prohibited uses of water include:

  1. Watering of shrubbery, trees, lawns, grass, plants or any other vegetation, except from a watering can or other container not exceeding three gallons in capacity, excluding plant nurseries, golf course greens and commercial agricultural activities.
  2. Washing of automobiles, trucks, trailers or other mobile equipment, except from a bucket or other container not exceeding three gallons in capacity.
  3. Washing of streets, driveways, parking lots, service station aprons, the exterior of commercial or residential buildings or any other outdoor surfaces, except from a bucket or other container not exceeding three gallons in capacity, unless such washing is required to eliminate a hazard.
