Digging Out

There will be heavy equipment on the property today, Monday (12-21), to help open up the drive lanes and relocate some of the snow. During heavy blizzards like this one, it is challenging to dig out your car without dumping snow onto the road.

However, homeowners should not put snow in the drive lanes after they have been plowed. This will make the clearing of roads in the development even more difficult, and cause problems for everyone. Obviously, this was a huge storm and we appreciate everyone's patience during this time.

Christmas Tree Pickup Scheduled for Jan 2nd and Jan 9th

Eastern Loudoun County Public Safety Meeting on December 8

The Loudoun County Sheriff’s Office will hold a public safety meeting for Eastern Loudoun County on December 8, 2009.

The quarterly public safety meeting is part of the agencies effort to better utilize resources, while at the same time providing a higher level of service to county residents. The meeting will be held at 6:00 p.m. at the Cascades Library located at 21030 Whitfield Place in Cascades, VA.

The Loudoun Sheriff’s Office hosts quarterly public safety meetings in each of the four service areas of the county. All residents, homeowners associations, community groups, and town representatives are invited to attend.

Items to be discussed are recent crime and crime trends in your area, traffic safety concerns and other public safety related issues. The meetings will be led by a Loudoun County Sheriff’s Office Captain who represents your service area. Also in attendance will be supervisors from the Criminal Investigations Division, the Special Operations Division, Community Police Officers, and Crime Prevention Deputies.

HOA Annual Meeting December 1st

In accordance with the By-laws, please be advised that the Annual Meeting for the Dominion Station Homeowners Association will be held on Tuesday, December 1, 2009 at 7:00 p.m. (sign-in begins at 6:45 p.m.) at the Dominion Station Clubhouse, 21910 Elkins Terrace, Sterling, Virginia 20166.

The purpose for the Annual Meeting will be to elect two (2) members to the Board of Directors and seek volunteers to serve on the Architectural Review Committee, Shared Facilities Committee, Parking Committee and the Communications Committee. If you are interested in serving on the Board of Directors, we ask that you please complete and return to Service First Management the Candidate Statement previously mailed to you. Any homeowner who sends in their Candidate Statement prior to the Annual Meeting will be included on the ballot for the meeting. Nominations will also be solicited the night of the meeting. Currently, the following individuals have indicated their intent to run for the Board of Directors: Velda Fleming, Aaron Harris and Sarah Turner.

If you are unable to attend the meeting, please mail the proxy form to the Management Office, or give to a neighbor who is attending. It is vital we have a quorum of owners in order to conduct Association business. Therefore, your presence at the meeting, either in person or by proxy, is extremely important. Please use your proxy so the meeting may be held in proper order.

Additionally, the Board of Directors (BOD) recently met and adopted the 2010 Operating Budget. Please be aware, the monthly assessment will increase to $103.00 per home per month effective January 1, 2010.

The Board of Directors feels that this budget represents the necessary funds to operate and reserve in a manner that best serves the community. Please remember that the regular monthly assessments are due on the 1st of each month and are subject to a late penalty of $12.50 if not received within ten (10) days from the due date. Assessment coupons and envelopes will be mailed shortly.

Health Department to Provide Free H1N1 Vaccinations at Schools

The Loudoun County Health Department is collaborating with Loudoun County Public Schools (LCPS) to provide the H1N1 influenza vaccine to students who have their parents' permission.

These vaccinations will be given during the school day, beginning with the elementary schools. These free vaccinations are voluntary.

The elementary vaccination clinics are expected to begin later this month. Middle and high school vaccination clinics are expected to start in early November. Parents will be notified by LCPS' ConnectEd phone system once a specific date has been determined for vaccinations at their child's school.

The Loudoun County Health Department does not know at this time if the H1N1 vaccine will be available in the form of nasal mist or a shot.

Vaccination is the best way to protect children from this potentially serious disease. The Centers for Disease Control has recommended that children and young adults ages 6 months through 24 years be vaccinated against H1N1 as soon as the vaccine is available.

Children under 10 years of age will need two doses of the vaccine spaced about three to four weeks apart. (Schools will inform parents as to when the second dose will be administered.)

A parent information packet with detailed information about the vaccine will be sent home with students. This information also will be posted on the LCPS Web page, www.loudoun.k12.va.us/.

More Steeplechase Drive and Magnolia Road Info

From Supervisor Andrea McGimsey's Potomac District Newsletter: With the opening of Nokes Boulevard interchange, we took another major step towards making Route 28 a limited access highway. The Board of Supervisors approved a resolution of support for the Orbital Sciences Corporation’s request for a permanent right-in access point at Route 28 and Steeplechase Drive. Currently, Steeplechase Drive is a right-in/right-out only on Rt. 28; VDOT plans to close the Rt. 28/Steeplechase Drive intersection when Atlantic Boulevard is extended from Magnolia Road to Church Road in 2011. The resolution supports making the right-in from northbound Rt. 28 permanent, subject to VDOT’s concurrence based on traffic analyses and conceptual engineered plans of the access.

Although we all welcome the removal of traffic signals on Rt. 28, the limited access via Steeplechase has created issues of trucks driving through and cars speeding along Magnolia Road. We are working closely with the affected communities and the Sheriff’s office to increase enforcement of speed and parking laws along the road. My office is also assisting neighborhoods that are looking into petitioning for stop signs along Magnolia Road to slow traffic and to make it less attractive as a cut-through for trucks.

Route 28 Construction Information Available Online

A number of activities related to the Route 28 Corridor have occurred since the Board Forum at Orbital Sciences on April 13th of this year, including the completion of a Results Report summarizing the information obtained from the Forum and stakeholder interviews, as well as a market study conducted as part of the Route 28 Keynote Employment CPAM. For ease of reference, a web page has been created for the public that provides information, documents, and reports related to Route 28 Corridor activities and initiatives.

Recycling Collection Day Changes to Friday

And we mean it this time. Unfortunately the recycling collection company miscommunicated its intent to change recycling days and collected last Tuesday, though they were supposed to collect on Friday.

Recycling will be collected on Friday, September 18th, and every subsequent Friday afterwards. SFMC contacted the recycling collection company and was told that they would be driving through the community today, September 14th, to collect any items that have been out since last Friday.

We apologize for any inconvenience this may have caused.

Starting on Sept 11, Recycling Collection Day Changes to Friday

Starting in the second week of September, recycling collection will move from Tuesday to Friday. This will be our new collection day for recyclables.

There will be no collection of recyclables that week until Friday the 11th, and then each subsequent Friday afterward.

RAIN DELAY FOR RESEALING! Next Road to be Resealed on Monday, August 10th.

The rain has caused a delay in the road resealing project. The amended schedule is as follows:

On MONDAY, AUGUST 10TH, Baggett Terrace & Thompson Square will be closed for resealing.

On TUESDAY, AUGUST 11TH, Iron Horse Terrace & Box Car Square will be closed for resealing.

On WEDNESDAY, AUGUST 12TH, Manning Square will be closed for resealing.

As outlined in the full schedule below, asphalt roadways in the community will be seal coated. This work will require the roadways be closed to traffic during the application and drying process for approximately 34 hours.

On the date of service, PLEASE RELOCATE YOUR VEHICLE TO AN ALTERNATIVE PARKING AREA BY 7:00 A.M. Alternative parking areas would be along Magnolia Road and Blossom Drive, and if applicable, your driveway/garage. You can leave your car in your garage and driveway, but remember the road cannot be used for 34 hours. A representative from Fairfax Excavation will open the lot the next day when the work is completed.

New Traffic Pattern for Steeplechase Drive and Route 28

Beginning Monday at 9:00 a.m., August 3rd, 2009, modifications to the intersection of Route 28 at Steeplechase Drive will be made as a scheduled element of the Nokes Boulevard Interchange Project. Modifications to this intersection will include:

  • Permanent closure of the median crossing of Route 28 at Steeplechase Drive;
  • Temporary traffic signal modifications to permit right-in/right-out access between Steeplechase Drive and northbound Route 28 only;
  • Temporary traffic signal modifications to permit right-in/right-out access between the Washington & Old Dominion (W&OD) Trail parking lot and southbound Route 28 only.

Expect lane closures and flagging operations in all directions during the switch. In the event of inclement weather, the switch will be rescheduled for Tuesday, August 4th, 2009.

Letter from Supervisor Andrea McGimsey

Andrea McGimsey was elected to the Loudoun County Board of Supervisors in November 2007 and is the Potomac District representative. She wrote the following letter to her constituents regarding the Kincora stadium development plans.

Dear Neighbors,

Thank you to the many citizens who shared their thoughts with me about the Kincora stadium proposal.

On Tuesday the Board of Supervisors voted to approve the Kincora stadium proposal. Supervisor Burton and I voted no; Supervisor Miller abstained.

I wanted to share with you the comments I made before our vote:

I commend the developer on a masterful campaign to gain support on the Board of Supervisors. However, I am not convinced that the developer has gained the support of the community, especially the residents in my district who will be directly impacted. Although many of my constituents love the idea of a minor league baseball in Loudoun, - and by the way, I am one of those people - there are many more citizens who are concerned about the negative impacts of this proposal for this stadium at this location. Both the number of emails I received and the substance of the concerns were greater. Based on the feedback I have received from my community, I will vote no on this specific proposal. I look forward to a future proposal to bring baseball to Loudoun, one that I can support.

This stadium will be built at the intersection of our two major limited access highways that do not have tolls. Where two highways intersect, traffic merges, and cars by necessity slow down. It is the first place that traffic problems show up. Traffic projections for these corridors are for terrible levels of service in the coming years. We are not making a decision for the next five years. We are making a decision that will impact at least the next 50 years, and we must take these projections into account.

But let’s talk about today. At the intersection of Waxpool and Rt 28, development was approved by the county, and it has resulted in a terrible traffic situation. My constituents don’t bother to cross Rt. 28 to shop at Wegman’s at rush hour, because they can’t get there. I talked to one woman who got trapped in the parking lot at Wegman’s for two hours. You all have heard my stories about the impact on AOL. I caution you with the words from Michelle Frank from Orbital to the Chamber last week, “Don’t choke the goose that lays the golden egg.” We must think about our major employers like Raytheon when we are making decision like this one, as well as parents trying to get home to their children.

There is also a major public safety issue at stake here. We are spending our federal stimulus funds on an electronic alert sign to warn people of the backup of Waxpool onto Rt 28. It’s a very dangerous situation, and we are about to repeat that situation here. I see a similar nightmare traffic scenario unfolding at the Nokes Blvd interchange with this intense development. Building Pacific Blvd with some turn lanes and traffic lights may satisfy a narrow view of transportation impacts in the immediate vicinity, but it does not take the larger picture into account. This stadium will cause traffic backups on Route 28, not to mention the impacts on the rest of the local road network and Rt. 7.

Past Boards of Supervisors have approved tens of thousands of houses to be built in the Ashburn and northern Dulles communities. We are now responsible to make sure those present and future residents and employees can get to their jobs, their families, their soccer games. To drive east, they need to go between the airport and the river, and right now that means three roads: the Greenway, Waxpool, and Rt. 7. The airport and the river create a traffic funnel that results in major traffic jams. We need to work together to get the remaining planned east/west road infrastructure built and not plug it up along the way. We must preserve that road capacity.

The road infrastructure is inadequate in the Kincora area. The stadium will create tremendous pressure on us to approve the irresponsible CDA to build more roads. Future boards will also be under pressure to allow full use of the 10,000 person stadium to increase its financial viability. It’s easy to make promises right now about limiting their business during rush hour, which by the way, I find to be a strange business plan. Another major concern I have is the financing of the stadium. I trust we will stand firm against putting our county’s credit rating at risk. I also strongly disagree with considering this proposal separate from the larger rezoning proposal.

We have the second worst traffic congestion in the nation. It’s incremental steps like this one that have put us in that situation. Please consider the well-reasoned thoughts of many constituents and reconsider your vote on this proposal.

Special Presentation at the Next HOA Meeting

Please plan on attending the Dominion Station Homeowner's Association meeting on Tuesday, July 28th at 6:30pm at the DS Club House. First Lt. Brian Harpster with the Loudoun County Sheriff's Office and Debbie Hawk, Aide to Andrea McGimsey, our Potomac District Supervisor, will be in attendance. They will address the recent crime within our community as well as field questions.

The meeting will also serve as a information gathering session for the Sheriff's Department as well as the Supervisor's office. This is a great and needed opportunity to voice concerns as well as provide feedback on what we see occurring within the community and surrounding area. The information they gather will be used to better serve and protect our community, attendance is a vital to make our concerns known and our community safer.

Keep in mind that this session will last approximately 30 minutes since it coincides with a regularly scheduled Board meeting.

The Board of Directors has contracted with Fairfax Excavation & Paving, Co. to make repairs to the concrete sidewalks, asphalt trails and asphalt surface of the roadways within Dominion Station. This work will require the roadways to be closed to traffic for approximately 34 hours. The following is the schedule for repairs:

  • July 27th—July 28th: Concrete Repairs and Trail Patching
  • (Please stay 20’ away from all BLUE "X" marks)
  • July 29th—July 31st: Parking Lot Patching
  • (Please stay 20’ away from all WHITE marks in the parking lot from 7:00 a.m. to 5:00 p.m.)
  • July 27th—July 31st: Crack filling of all asphalt areas—will not impact traffic.

Asphalt surface sealing: Areas closed from 7:00 a.m. to 5:00 p.m. the FOLLOWING DAY or until barricades are removed by Fairfax Excavation.

LCSO Issues Safety Tips for Trail Users After Recent Separate Exposure Cases on W&OD Trail

The Loudoun County Sheriff’s Office is issuing several safety tips for path and trail users after two incidents on the Washington and Old Dominion Trail.

On Monday two separate women walking with their children in the area of Ashburn Road and Smith Switch Road saw an unknown male expose himself along the trail. The incidents occurred around 2:30 p.m. The suspect was described as being in his 50’s, heavy set, with short or balding hair. He was wearing shorts and no shirt. The area was searched and no subject matching the description was located.

On Friday afternoon a female cyclist along the W & OD trail near the Town of Herndon line saw an unknown man exposing himself as she passed by. The suspect in this case was described as being a Hispanic male who was wearing sunglasses, a white baseball cap, a white t-shirt, and khaki shorts. The suspect was described as being in his twenties.

In light of these incidents the Loudoun Sheriff’s Office reminds residents to take the following steps to protect themselves when using paths and trails:

  • Always stay alert and be aware of your surroundings ( Don’t wear headphones)
  • Walk, run or bike with a partner or group
  • Let someone know when you are on the trail, your route and when you expect to return
  • Walk, run or bike when the path or trail is likely to have a higher volume of foot traffic
  • Avoid using paths or trails when it is dark outside (Please note the W & OD trail is closed after dark for safety. Anyone on the trail after dark is considered to be trespassing)
  • Carry a cell phone

Is Your Home Ready for Vacation?

Summer is around the corner and many Loudoun residents are making plans for their vacation. The Loudoun Sheriff’s Office Crime Prevention Unit is taking this time to remind residents to also prepare their home for while they are away.

Members of the Crime Prevention Unit recommend residents make their homes look as lived-in as possible while they are enjoying their well-deserved time off. Here are a few simple tips:

  • First and foremost, get to know your neighbors; a trusted relationship with a few neighbors goes a long way in keeping your community safe.
  • Leave on interior lights or place them on automatic timers. Motion sensor lights should be installed on the exterior of the home near entrances.
  • Vehicles left in the driveway might make it appear as if someone is home. Please make sure you remove all valuables from the vehicles and ensure the vehicle is locked.
  • All exterior doors should be secured by a deadbolt lock. Install good locks on windows and a locking bar or track lock device on sliding glass doors.
  • Close and lock all garage doors. You may want to consider disabling the garage door opener by disconnecting it from the power source while you are away.
  • Arrange to have any deliveries picked up by a neighbor. This includes your mail and newspapers. Ask a trusted neighbor to collect any flyers and papers left on your front step.
  • Trim all shrubs and bushes around the home. They should not be allowed to grow higher than 24 inches or higher than the lower ledge of a first floor window. A well kept yard is a deterrent to burglars.
  • Leave the keys to your home with someone you trust. If you have an alarm set a temporary pass code for anyone who may be checking your home. Make sure someone knows your itinerary so they know where you will be, your phone number and when you will be back. Also leave names and phone numbers of relatives or friends who should be contacted in case of a fire, burglary, or other emergencies.

By taking these steps you can reduce the chances of your home being burglarized. Most burglaries are crimes of opportunity. This means the more difficult it is for someone to enter your home, the more likely they will move on to a home that is less secure.

Highlights from DS NWP Meeting

On May 14th, five residents from Dominion Station (DS) townhomes met for the DS Neighborhood Watch Program (NWP). The meeting was hosted by the Loudoun County Sheriff’s Office. Deputy Spurlock presented an overview of the newly revised NWP, as well as defined the goals and objectives of the NWP.

To better inform Loudoun residents, the Sheriff’s Office initiated the Roam Secure Alert Network at www.loudoun.gov, crime alerts, e-mails, community information exchanges, NWP meetings, and crime reports at www.crimereports.com.

To keep a handle on crime within our community, it is important for DS residents to attend NWP meetings, attend educational classes offered by the Sheriff’s Office, watch out for your neighbors and neighborhood, call the Sheriff’s Office when you see anything unusual, and share your experiences with your neighbors.

The main objective of the NWP is to reduce the incidence of crime by increasing citizens’ awareness of burglary and other neighborhood crime through a continuing information program; making recommendations to assist citizens in making their property more secure; developing a neighborhood action program where neighbors help watch each others property and report suspicious persons and activities to the Sheriff’s Office; and encouraging all citizens to cooperate with law enforcement agencies in reporting crimes.

If you witness suspicious criminal activity, please report it to the Sheriff’s Department – call 911 if it is an emergency, or call (703) 777-1021 if it is not an emergency. May BoD Meeting Moved to June

The May 26th HOA BoD meeting has been moved to the first week of June. The meeting will be held at 6:30 in the Clubhouse on June 2nd.

The June meeting will still take place at the end of the month, on June 23rd.

Neighborhood Watch Meeting

Deputy Spurlock with the Loudoun County Sheriff's Office will host the Dominion Station Neighborhood Watch Program meeting on Thursday, May 14th from 6:30pm to 7:30pm at the DS Club House. All DS residents are encouraged to attend.

Additionally, the Loudoun Sheriff’s Office will be hosting quarterly public safety meetings in each of the four service areas of the county. See more information in the article below.

Pool Season Information

The 2009 swim season at the Dominion Station Homeowner Association’s pool facility is scheduled to begin Saturday, May 23, 2009 at 11:00 a.m. (weather permitting). The pool will be managed by U.S. Aquatics of Virginia.

Pool passes are no longer permanent. You must re-register each year for the current pool season. Please attend one of the following 3 registration dates:

  • Wednesday, May 6th, 7:00 p.m. to 9:00 p.m.
  • Tuesday, May 12th, 7:00 p.m. to 9:00 p.m.
  • Saturday, May 16th, 11:00 a.m. to 1:00 p.m.

Come to the Community Center with proof of residency (i.e. driver’s license, utility bill, etc.) validating your name and current address. Each homeowner will be issued a pass for each resident and one guest pass, up to 5 passes in total. For any passes needed in addition to the 5 passes, there will be a $5 charge per additional resident pass. Bring checks made out to Dominion Station Homeowners Association. Cash will not be accepted under any circumstances. Residents will be required to sign for passes received.

If you cannot attend one of the above registrations, there will be a $25 charge to have your passes mailed to you. Please complete the 2009 Pool Pass Application (71KB Word Doc) and mail your check to:

The pool will be closed Tuesday, May 29, and be open shorter hours on the following dates:

  • July 4: 11:00 a.m. to 6:00 p.m.
  • September 7 (Labor Day): 11:00 a.m. to 7:00 p.m.

LCSO to Hold Residential Burglary Prevention Seminar

The Loudoun County Sheriff’s Office Crime Prevention Unit will hold a residential burglary prevention seminar in Sterling in response to a series of daytime burglaries in the area.

The class will be held from 11:00 a.m. to 1:00 p.m. April 4, 2009, at the Sterling Community Center located at 120 Enterprise Street.

A member of the Loudoun County Sheriff's Office Adult Crime Prevention Unit will focus on proper door and window locks, exterior lighting, how bushes and trees should be trimmed to enhance visibility, alarm systems, smoke alarms, and security of yard items. The deputies are specially trained Crime Prevention Specialists and will evaluate the risk factors for your location.

Since December 2008 the Loudoun County Sheriff’s Office has responded to 19 residential burglaries in the Sterling that occurred during daytime work hours. In most of the cases the houses were ransacked. Jewelry and cash appear to be the main target.

Lyme Disease

Did you know that Lyme Disease is one of the most reportable diseases in Loudoun County after the flu with over 500 cases reported in Loudon County in 2007? The source of this illness can be traced to a bacterium that is transmitted by the bite of an infected Blacklegged (Deer) Tick that has been attached for at least 30 hours. Unfortunately Loudoun County’s beautiful woodlands and our proximity to some of the wildlife parks with its deer population provide a natural haven for this tick.

This disease, if untreated, has the potential to be a lifelong debilitating illness. Early symptoms include flu-like symptoms, bulls-eye rash, and sometimes bells palsy. Other complications include joint pain, heart illness, and infection of the brain tissue.

What are some of the tings you can do to prevent Lyme Disease? Avoid woody areas and areas of high grass. Wear long pants, long sleeves and long socks when walking through woods and high grass. Apply an insect repellent with 20-30% DEET on any exposed skin. Conduct a tick check and remove any ticks you may find.

We can do much in Dominion Station to reduce the chance of infection by these ticks by mowing the lawn and removing leaf litter regularly. We can also help by keeping lawn furniture and playground equipment away from wooded areas.

Towing Changes

The HOA Board of Directors has made a change to the towing contract with Road Runner Wrecker Service.

The amendeded service contract includes the towing of vehicles at 12:01 a.m. on the 8th day of the month for expired tags and expired inspection stickers.

New Community Center Times and Committee Updates

The Board of Directors has amended Policy Resolution 10-05; Use of Common Area – Community Center. The changes now allow the use of the Community Center to 7 days a week and the fee for usage has been lowered to $100.00 for up to 6 hours. Any member of the Association, in good standing, who wishes to reserve the community center, should contact Service First Management.

Additionally, the Board of Directors has voted to rescind the Newsletter Charter. By rescinding the Charter, the Association will no longer be publishing a Newsletter. The Board has formed an Ad Hoc Communications Committee, which combines the previous Newsletter and Website Committees. All information will now be posted on this web site.

January HOA Meeting Rescheduled

The January 27th monthly meeting of the HOA Board of Directors was canceled due to the most recent weather event.

The meeting has been rescheduled for February 3rd, at 6:30 p.m. in the community center.

Series of Daylight Burglaries Continues in Sterling Park; Residents Encouraged to Report Suspicious Activity

The Loudoun Sheriff’s Office is continuing to investigate a series of daytime burglaries that have occurred in the Sterling Park area.

Since December 7th the Sterling Park area has seen at least eight daytime burglaries. The most recent incident occurred on Monday in the 800 block of West Maple Avenue. Unknown subject(s) forced entry into a residence sometime between 8:45 a.m. and 5:50 p.m. and rummaged through the home. Items removed from the home included jewelry and cash.

Other daytime burglaries occurred at a home in the 700 block of North Amelia Street and a home in the 1800 block of North Sterling Boulevard on December 7th. On December 22nd two more homes were entered, one in the 1400 block of Kennedy Road and the second in the 200 block of Harrison Road. Sometime between December 24th and December 25th a home was entered in the 800 block of North Argonne Avenue. On January 2nd a home was entered in the 300 block of East Charlotte Avenue. Another home was entered on January 5th in the 800 block of West Maple Avenue.

In most of the cases the houses have been ransacked and jewelry and cash appear to be the main target.

Although it is unclear why these homes were targeted, the Sheriff’s Office is reminding residents to lock your doors and windows. If you are leaving the area for a vacation, make sure your home appears occupied. Leave inside and outside lights on timers and have your neighbors pick up newspapers, mail, and take flyers off your door. The agency is also asking for residents to report any suspicious activity to the Loudoun County Sheriff’s Office at 703-777-1021.

If you have any information regarding either of these burglaries you are asked to contact the Loudoun County Sheriff’s Office Criminal Investigations Division at 703-777-0475. If the caller wishes to remain anonymous they are asked to call Loudoun Crime Solvers at 703-777-1919. If the information leads to an arrest and indictment, the caller could be eligible for a cash reward of up to $1000.
