New Parking Resolution and Car Registration Requirement
04-21-10
During the Annual Meeting last year the issue of “Visitor” parking abuse was discussed. This is a subject the Board of Directors has been discussing for several years. A majority of those in attendance at the meeting favored a stricter policy and enforcement of the use of those parking spaces designated as “Visitor” parking. After much thought and consideration, the Board of Directors recently adopted Policy Resolution No. 2010 – 4.5 (134 KB PDF); Parking Regulations (Restate and Revised). Parking within Dominion Station will be regulated by the issuance of parking permits and Visitor hang tags (“hanger”) to lawful residents within the community. The permits are actually parking stickers which are affixed to the inside left bottom windshield of the vehicle, and the Visitor hangers are for display from the rearview mirror of a visitor parking in Visitor parking.
The new regulations will require each lot owner or their tenant living in the community to register all vehicles associated with the home to receive a parking sticker. All offsite owners will be responsible for advising their tenants of this new policy and the requirements. Additionally, tenants must provide a copy of the current lease. In order to receive a sticker you must present the vehicle’s current valid registration. Each residence will be issued one (1) and only one Visitor hang tag.
Registration will take place at the clubhouse on the following dates:
- Saturday, May 15th, 10:00 a.m. to 1:00 p.m.
- Monday, May 17th, 6:00 p.m. to 9:00 p.m.
- Saturday, June 5th, 9:00 a.m. to 12:00 p.m.

If you cannot attend one of the above registrations, there will be a $25.00 charge to have your sticker/hanger mailed to you. Please complete the registration form (Word Doc) and bring with you to one of the registration dates or mail your check to:

Letter From CPAM Project Manager
04-24-10
Dear Route 28 Stakeholder,
As a follow up to the Route 28 Stakeholders workshops held March 19 & March 20, 2010 at Claude Moore Park Recreation Center in Sterling, attached please find a summary of workshop comments. [ed. note: comments not provided to Webmaster for posting] Over 50 persons attended and actively participated in the workshops. The workshops were structured to be interactive and included breakouts into small working groups. Handwritten participant comments, a list of attendees, and other workshop materials are available for review in the Loudoun County Planning Department, 1 Harrison Street, S.E., Leesburg, Virginia, 20177.
The next workshop is scheduled for April 26, 2010, 8:30-11:00a.m. at Claude Moore Park Recreation Center. A reminder email and agenda for the April workshop will be sent next week.
Conceptual Themes
At the workshops, participants were asked to discuss three land use concepts to help determine which concept will maximize the commercial potential of sites, lead to higher value and more intense uses, and generate the greatest economic benefit in the corridor. The three concepts presented provide a continuum of increasing land development options and include: Existing Policies Retained in the Route 28 Corridor (Concept 1), Route 28 Includes a Greater Variety of Employment Uses (No Residential) (Concept 2), and Route 28 Corridor Policies Emphasize a Mixed Use Pattern that Balances Employment, Retail and Residential Uses (Concept 3). These concepts were not intended to be mutually exclusive but rather build upon each other.
There were several conceptual themes that emerged from the workshop discussions:
- Retain Route 28 as an employment-based corridor, but broaden employment opportunities and respect existing businesses;
- Create a sense of place, community identity and recognize community centers offering commercial and civic services and amenities for employees;
- Limit residential to type and location that best supports employment uses;
- Take advantage of existing and planned transportation infrastructure and proximity to Washington Dulles International Airport;
- Include opportunities for multi-modal connectivity, including transit;
- Eliminate or reduce opportunities for future Destination Retail uses;
- Focus corridor development on form and design rather than use; and,
- Integrate sustainable development practices into design.
Upcoming April Workshop
Based on input from the Stakeholders at the March workshops, staff is in the process of developing alternative land use pattern maps and other background materials to facilitate discussions for the upcoming April 26th workshop.
As a reminder, all documents related to CPAM 2009-0001, Keynote Employment Policies Comprehensive Plan Amendment, including numerous maps of the Route 28 Corridor, are available at www.loudoun.gov/route28.

Snowmageddon 2010
02-22-10
According to the Loudoun Independent, the two-day winter storm that started on the evening of February fifth produced a record snowfall of 32.4 inches at Dulles International Airport. This exceeded the previous record of 23.2 inches set in January 1996.
Three days later, we received another nine inches.
Berty, the guy who updates the web site, walked around the neighborhood and took several photos after the first storm, as well as during and after the second storm. Click on the photo above to see more images.
The Snow Plows Are on the Way
02-06-10, 6:50 p.m.
Genesis Landscapes, the community's contracted snow removal company, is having equipment problems. With the size of this storm (worse than December) it is causing breakdowns with the plows.
Fairfax Excavation will be on site with the heavy equipment to relocate the snow when the storm stops. They are also helping out with the plowing. They have a truck on the way to the property (if not on the property already). With the current conditions, there is no estimated time of their arrival. We are making every attempt to at least try and keep the driveway lanes open. The Community Manager is aware of and had heard of several issues with some streets.
The management company is making every attempt to open up the community. Heavy equipment is being brought in to move the snow and contractors will work around the clock to make the roads drivable. Please be patient during this time as every effort is made to open up the community.
Digging Out…Again
02-06-10
Here we go again. During heavy blizzards like this one, it is challenging to dig out your car without dumping snow onto the road.
However, homeowners should not put snow in the drive lanes after they have been plowed. This will make the clearing of roads in the development even more difficult, and cause problems for everyone.
In what may be the understatement of the year, this was a huge storm and we appreciate everyone's patience during this time.
Cleaning Up After Our Pets
02-02-10
The HOA would like to remind homeowners, specifically dog owners, to always carry a plastic bag and take the time to clean up after their pets after they have taken care of business. “Bag it up. Tie it up. Throw it away in the garbage.”
Environmentalists say not to throw the dog waste into a storm drain, creek or lake because the fecal matter contains harmful pathogens that can effect wildlife and our drinking water.
Many residents may not realize that in Loudoun County not cleaning up after your pet is a Class Four misdemeanor, which carries a fine of up to $200.
If it's snowing, the snow will cover the business up. But the business will still be there. Let's not leave any surprises for our neighbors, eh?
